[W8.1] Classic Taskbar is White

Pretty much what the title says. Fired up my old Windows to Go Win8.1 install, and the taskbar is now white, with faded text and colour bleeding at the sides. I've tried Classicthemetray, Classictheme.exe and SimpleClassicTheme and they all do it.

Does anyone know what is causing it? Because I'm stomped.
