The Windows 7 icon is annoying and I want to change it to 98 style. Is there any way to change the icon?

I just used CustomizerGod to change Task Manager icon on system32 and SysWOW64, cleared icon cashe and it worked for me.

I just used CustomizerGod to change Task Manager icon on system32 and SysWOW64, cleared icon cashe and it worked for me. With CustomizerGod, task manager and calculator icons don't seem to change... Is there any other way?

Copy their binaries to a user-writable location, and open it using a tool like Resource Hacker. Change the icon group resources with the ones you got, and save the binary. Backup the original in the system directory, and copy / move the modified one over. Then perhaps delete your icon cache once more.

I hate the forced UWP/Metro/Tablet UI in Windows 10, I wish they kept at least the Control Panel.

Keep in mind that if you use a x86 application to do this you will have to copy files from System32 to C:\Windows or some other place.

How do I delete the icon cache? If you're using Classic Task Manager (From the icon it seems you're). Then edit tm.exe from (DriveLetter):\Program Files\ClassicTaskmgr Icon changed to classic task manager resource hacker.
