is it possible to download and install the old win95 boot screen, login screen and recovery screen in windows 10?

Changing the recovery screen is impossible but you can get the Windows 7 recovery screen back, which is very close to 95's. Just use this command: bcdedit /set {current} bootmenupolicy Legacy . I'm pretty sure that it will bring back F8 as well. For other things like boot screen and login screen: Boot Screen cannot be changed and changing the login screen is possible but very hard.

The boot screen maybe cannot be changed, but the image displayed during the vboot screen can, using a program like HackBGRT.

It should be possible to change the Win7 recovery screen (afaik, it's mostly just standard dialog and icon/bitmap resources). However, it kind of depends on what you're aiming to accomplish, and how far you're willing to go. If you just want a Win95 aesthetic, then it shouldn't be too difficult to swap out a few icons if you know which DLL files need to be modified. I also know for sure that the background can be changed. If you want a starting point, check out this article from Microsoft on mounting/modifying a WIM image. Unfortunately, this only applies to Win8/10 (if you're on Win7, you'll need to install WinAIK and use the imagex command). If you don't know the location of your WinRE image, you should be able to find it using Visual BCD. Just be careful! WinRE is pretty much the failsafe for mistakes made when customizing Windows itself. For anyone brave (or foolish) enough to try this, make sure you at least have a working bootable USB or DVD before attempting anything. Also make a backup of the original WIM file, just in case.
