I'm trying to downgrade Windows from 1709 to 1607 safely while keeping files.
Is there any safe way to do this?

Backup your files to an external drive, then install 1607 over your old installation.

Backup your files to an external drive, then install 1607 over your old installation. I'll try to see if i can get all of my files to my SD card. ( i dont have any external drives ). I was hoping there would be a better option than this though as trying to find all of my files and back them up to a half-full SD 32GB card would be very difficult. |

Use something like Google Drive to store your files perhaps? IDK.
A clean install isn't perfect I know, but it's the only way I can see of you going back to an earlier build - MS want you to do the opposite, remember (forced updates, etc etc).

I've got an idea.
If it's possible to partition my drive, I'd be able to have 1607 one one partition and 1709 on the other. I'm pretty sure I'd be able to transfer data from one partition to the other.
But I'm a complete idiot when it comes to partitioning and I have no idea how it works so about 99% chance it won'

Download Rufus and make a windows to go.
Your windows to go usb key will be C and hd will be d OR E depending if u got other devices then just copy stuff over , why downgrade? i always keep newest version though i removed all apps before i even run the installer
