So I was searching around github and came across this program called "BorderSkin" for Windows XP - Windows 8.... annnd I was curious and tried it on Windows 10 + compatibility and well success! FULL Aero Glass with working reflections! It's obviously gonna be buggy cause it's not made for Windows 10, and the program hasn't been updated since 2015 but I see it as a start! It does blur programs thru the title bar, but the desktop doesn't render behind. (Tested on Virtual Box) All I have is a gyazo gif, but feel free to test yourself in a VM, not sure if it works on Windows 11. (you'll probably have to manually paste the url urself)

It appears to work as well on 11 as it does on 10 in your screen recording. It properly removes and replaces borders, but it doesn't update them as fast as the windows themselves and doesn't follow the window opening/closing animations. If you were to disable those and use a Classic skin it could work pretty well. Maybe if something coded in a very similar way could be done in a natively compiled language, or if it had some sort of extra acceleration it could be awesome. Very promising. Shame it hasn't been updated in a while.

I tested it on a Windows 8.1 install, and it does actually work differently there. Maybe the hardware (although worse than my 11 PC) could have an impact, even if i doubt it; but the border updates completely consistently. Still doesn't follow animations, but again. For Windows 8.1 users this is a perfect way to get Classic; completely non-intrusive, portable, not requiring any changes to system files.

I confirm that Bordrskin is hardly usable because of its slowness. It is possible that it is because of .NET. |

tested the thing (windows 10 21H2), no boarder tearing for me when im moving the window, altho i did find other issues 1. gap in the explorer window , both maximized and smaller window 2. paint dot net also has a gap also but it has the taskbar color 3.overlaying 2 windows makes the blur show the original theme of the tittlebar 4.dont maximize paint dot net (also applies to discord) 5.the tittlebar for firefox when maximized shifts upward, part of the buttons and the tittle are cut by the edge of the screen 6.minimizing firefox via the button leaves behind the frame of the window, minimizing through the taskbar doesn't |

There's an option to blacklist programs from BS and doing so makes Discord (along with other problematic programs) work normally. I've also been using this in conjunction with BasicThemer, which makes point 3 less jarring (in my opinion). It's still noticeable, just not as much as the default Windows 10 titlebar. |
