You can actually enable a fullscreen start menu on Win10 (Settings -> Personalisation -> Start -> Use start full screen), don't think you can do that on Win11 though.

On Windows 10 RTM you can patch shell32.dll and twinui.dll. Enter "MetroFetro" in youtube, you find anything need.
