I recently got back into Windows 7 and enabled Classic Theme (because why not?) and noticed that there is terribel tearing when I have it enabled, whether it be if I am gaming, watching videos, scrolling through webpages or even dragging around Windows. I know this baord is primarily for Win 8/10 but I am wondering if anyone knows a solution to this issue? Thank you very much.
Build info:
i3-9100f RTX 2060 16 gb ram 500 gb SSD (I can list more if needed)

I hate the forced UWP/Metro/Tablet UI in Windows 10, I wish they kept at least the Control Panel.

Can you try Basic Theme? If it also has screen tearing there, it's DWM being disabled. Try ClassicTheme.exe if that's the case.

Can you try Basic Theme? If it also has screen tearing there, it's DWM being disabled. Try ClassicTheme.exe if that's the case. Just downloaded it and tried running it. I was presented with an error stating its meant to run on Windwos 8 or above.

So to clarify, before I reboot my PC I need to make sure that I switch back to aero and then boot in switch to classic?
