The thing is, you can't use third-party visual styles on Windows since the theme engine's files look for Microsoft's digital signature in visual styles. You have to patch your system files, one way or another, to get them to do this. The closest thing to Watercolor you could get without patching system files would be to make a color scheme for the classic theme.
Saint Jimmy: hayafumi Not quite, as you'd end up having to replace many a component to get it to function (Explorer is fairly deeply ingrained in Windows's internals), at which point you may as well install 2000 and call it a day.
