It's no a bug or a glitch. The older context menu, which Classic theme uses, has been disabled by Mircosoft. The tweak to re-enable them was removed in build 1809, so the only way to get the older context menus back is by using rikka0w0's patch: github.com/rikka0w0/ExplorerContextMenuTweaker/releases.
The menu is only blank because it's trying to use the newer style context menus which are not compatible with Classic theme. You need to use Rikka0w0's patch to re-enable the older context menu.
ʇǝǝๅ ftw: I really don't get why people find 1909+ a PITA. Most of my setups always run the latest version of Windows because I use a bit of it's functionality (mainly WSL2, the UWP notes app and better Dark Mode support). I've never had any big problems with it
