Windows Classic theme on Windows 8.1 via task scheduler

So the tutorial at the beginning is great and all but only works for Windows 8.1 and the rest of this topic is derailed and I'm necroing it because I don't understand how to make this tutorial apply to Windows 10, but anixx told me it can be done.

This seems like a really useful tutorial but I can't use it.

This problem is well documented. Best solution is using a taskbar replacement like RetroBar.

What problem?

I do not have broken taskbar. How exactly it is broken?
