Editing the Desktop Icon Settings dialog

Does anyone know what file governs this dialog?
I'd like to customize it - namely replace the User's Files with "My Documents" and make respected changes to the dialog so they better reflect what it was like in W2k, as best as I can at least. Does anyone know what dll or mui file it is please? Thank you.
EDIT:It appears you can add/remove/edit the desktop icons via the registry according to this guide: www.tenforums.com/tutorials/6942-add-remove-default-desktop-icons-windows-10-a.html Turns out, the guide was for if you wanted to activate/deactive an icon on the desktop, not from this dialog. I was dungoofed.
EDIT2: I found title of the dialog in deskcpl.mui.I'm thinking, could it be in shell32.dll.mui? Found it, it is.
